The HACA Austin Pathways Resident Scholarship was designed in 2001 to inspire and support HACA residents and Housing Choice Voucher participants planning to attend an institution of higher education. The scholarship serves as a vehicle of hope to individuals who desire to further their education and work toward self-sufficiency.
Applicants for a scholarship must be:
- A current HACA public or subsidized housing resident or Housing Choice Voucher participant.
- A graduating high school senior or already have a high school diploma/GED.
- Currently attending or planning to attend a college, university, technical school, or other post-secondary school.
Note: If you are currently attending or have previously attended a post-secondary school, you must have a cumulative GPA of 2.0 or greater (transfer credits are not considered in this GPA).
The Austin Pathways HACA Resident Scholarship is supported by Austin Pathways, as well as other nonprofit HACA subsidiaries. The scholarships are available annually on a competitive basis, and the award amount varies from year to year, depending on the availability of funds.
Scholarship opportunities are typically posted in January for funding available in the fall of the same year.
The Texas Chapter of the National Association of Housing and Redevelopment Officials (TXNAHRO) is a professional membership organization consisting of agencies and individuals who administer housing and community development in the state of Texas. NAHRO is the leading housing and community development advocate for the provision of adequate and affordable housing and strong, viable communities for all Americans, particularly those with low and moderate incomes.
TXNAHRO provides scholarships each year to deserving high school seniors, graduating in the Spring following this application deadline, and who are currently living with their families as Public Housing or Section 8 program residents.
HACA Residents must request the required Housing Agency Certification signed by the HACA Executive Director no later than January 1, 2025 so that HACA can obtain the Verification Certification signature and return the form to you before the deadline. Austin Pathways HACA Scholarship – Deadline: April 1, 2024.
Open to all HACA Public Housing/PBRA and HCV residents with HS diploma or GED and graduating high school seniors who are interested in attending college or vocational school. Applicants must be in good standing with their lease. Awards are based on available funds (usually 30+ scholarships of $500 – $3000 each). The AP Scholarship is an incredible opportunity for students striving to achieve academic excellence. The application deadline for this year’s scholarship is expected to be mid to late March. Be sure to check back in January for the 2025 application form and details on how to apply.
Southwest NAHRO Scholarship – Deadline: March 22, 2024
HACA Residents must request the required Agency Certification form signed by the HACA Executive Director no later than March 1, 2025 so that HACA can obtain the Certification signature and return the form to you before the deadline. Please email apscholarship@hacanet.org for more information. The SWRC NAHRO annually awards scholarships totaling more than $10,000.00. Scholarship awards are available to public housing residents, participants in rental assistance or similar programs, both heads of household and other family members, and children of staff working for a member agency. HAI Group’s Resident Scholarship Program The 2024 Resident Scholarship Program will launch on Monday, February 5, 2024. Information regarding the application deadline is not yet available. The electronic application will be available on the HAI group webpage starting February 5, 2024.

2024 NAHMA Educational Foundation Scholarship Application – released on February 12, 2024
The NAHMA Educational Foundation has selected 111 student residents to receive scholarships this year. Each scholarship is worth $3,500; the total scholarship money awarded for 2023 is $388,500. Additionally, $2,000 will be donated to the Department of Apparel, Housing, and Resource Management at Virginia Tech for scholarships for students pursuing their bachelor’s degree in property management.

The National Leased Housing Association (NLHA) Education Fund is seeking applications for its resident scholarship program. The NLHA Education Fund was formed by the National Leased Housing Association in 2007 to provide educational assistance to residents of federally assisted rental housing.
The Education Fund will provide scholarships on behalf eligible individuals living in privately owned federally assisted housing which includes project-based rental assistance, LIHTC or Section 8 voucher recipients following four distinctive roads to higher education, three named in memory of long-time housing advocates. Funds are provided directly to the college/school for tuition assistance on behalf of successful applicants upon confirmation of need. Applicants may only apply under one of the following categories:
The AIR Gives Opportunity Scholarship – This scholarship is designed to assist college freshmen or returning undergraduates.
The Bill Gandert Memorial Vocational Scholarship – This scholarship program is directed to graduating high school seniors interested in studying a specific trade (electrician; nurse; plumber; medical assistant; hair stylist; paramedic; etc.)
The Mary Lou Manzie Memorial Scholarship – Assistance will be provided to benefit nontraditional students (students who have been out of high school for at least three years) in pursuing an associates or undergraduate degree.
The Neil Churchill Memorial Scholarship – is provided to those eligible applicants who are seeking to complete graduate level coursework.
In order to encourage academic excellence and community responsibility among high school students, PHADA has implemented a scholarship program for graduating seniors who are preparing to enter college. PHADA will award three scholarships to deserving youth currently residing in a PHADA member agency. Click HERE for more information and application.
Stephen J. Bollinger Memorial Scholarship (One scholarship available: $10,000)
Steve Bollinger (April 11, 1948 – June 18, 1984) was a taskmaster to himself, a human dynamo to those who knew him. He was a natural leader, a person who could rally people around him with wit, satire, and vocal exercises. Steve’s knowledge of and dedication to housing those in need was never absent, especially after he was appointed Assistant Secretary for Community Planning and Development at HUD. His experience at the Columbus Metropolitan Housing Authority and the associations he had with colleagues, mayors, and others afforded him the opportunity to deal with the bureaucracy in a style that we strive to attain. To the members of PHADA, he was a friend. His belief in the housing profession motivated him to become a founding member of PHADA, for which he served as Vice President. He accomplished much in a short time and we are all thankful for his achievements. PHADA created this scholarship to memorialize Stephen J. Bollinger.
This scholarship will be formally presented at PHADA’s Annual Convention & Exhibition (May 13–16, 2025, Seattle, WA). The winner will receive a trip for him/herself and one parent/guardian to attend the convention.
Civil Rights and Social Justice Scholarship (One scholarship available: $5,000)

In 2005, PHADA’s Board of Trustees met in Montgomery, AL. Inspired by historical sites they chose to give personal donations for the inception of a PHADA scholarship to honor the work of Rosa Parks and the achievements of the civil rights movement.
To be considered for the Civil Rights and Social Justice scholarship, include an additional personal essay (350–500 words) demonstrating your efforts, and involvement in furthering the values of the civil rights and social justice movements. Explain why these causes are relevant today and how they relate to your educational goals. Include any relevant volunteer experiences and involvement related to advancing the causes of civil rights and social justice.
Nan McKay Pathway to Achievement Scholarship (One scholarship available: $5,000)
Nan McKay has offered significant financial support to PHADA’s scholarship program and has elected to reward one deserving youth with a $5,000 scholarship. PHADA appreciates their commitment to serving the needs of public housing residents and the community.

The St. David’s Neal Kocurek Scholarship is the largest healthcare scholarship program in the state of Texas. Created in honor of the Foundation’s late President and CEO, W. Neal Kocurek, Ph.D., this distinguished scholarship program carries on his vision for a more equitable Central Texas. High school seniors from Bastrop, Caldwell, Hays, Travis, and Williamson counties who want to pursue careers in healthcare and plan to attend college in Texas are eligible to apply for up to $60,000 in financial aid over the course of their higher education. Each St. David’s Neal Kocurek Scholar receives up to $7,500 per year for up to eight years of higher education as they pursue their health-related studies. Each scholar is also paired with a professional mentor working in the field and receives wraparound services such as counseling, legal assistance, and a community of peers to help support their academic journey. We encourage all students who are interested in healthcare careers to apply. Scholarship applicants will be evaluated on the basis of academic merit as well as financial need. National Center for Learning Disabilities (NCLD) Scholarship – NDLC offers annual scholarships and awards that celebrate the work and achievements of those students and leaders working to improve the lives of the 1 in 5 with learning and attention issues. Students must have a documented learning disability (LD) and/or ADHD.
The Allegra Ford Thomas Scholarship is a $5,000 scholarship ($2,500/year over two years) awarded to a student who will be enrolled in a two-year community college, a vocational or technical training program, or a specialized program for students with LD and/or ADHD in the fall.
The application deadline for the 2023 scholarships is Wednesday, April 5.
The Anne Ford Scholarship is a $10,000 scholarship ($2,500/year over four years) for a student who will be enrolled in a full-time bachelor’s degree program in the fall. The application deadline for the 2023 scholarships is Wednesday, April 5.
